Represents a Canadian provider-side billing record — the header and line items a physician submits or records for services provided. Phase 1 sources from Oscar Pro's billing_on_cheader1 (header) and billing_on_item (line items). Covers OHIP FFS claims, FHO/FHN shadow bills, third-party / patient-pay billing, WCB submissions, and bonus codes.

The logical id of the resource, as used in the URL for the resource. Once assigned, this value never changes.

Definition

A URI that identifies the EMR pipeline and version from which this resource originated.


A uri that identifies the source system of the resource. This provides a minimal amount of Provenance information that can be used to track or differentiate the source of information in the resource. The source may identify another FHIR server, document, message, database, etc.

8. Invoice.implicitRules
Definition

A reference to a set of rules that were followed when the resource was constructed, and which must be understood when processing the content. Often, this is a reference to an implementation guide that defines the special rules along with other profiles etc.

However, the existing health eco-system is highly fractured, and not yet ready to define, collect, and exchange data in a generally computable sense. Often, when used, the URL is a reference to an implementation guide that defines these special rules as part of it's narrative along with other profiles, value sets, etc.

10. Invoice.text
Definition

A human-readable narrative summary of the Invoice.


A human-readable narrative that contains a summary of the resource and can be used to represent the content of the resource to a human. The narrative need not encode all the structured data, but is required to contain sufficient detail to make it "clinically safe" for a human to just read the narrative. Resource definitions may define what content should be represented in the narrative to ensure clinical safety.

In some cases, a resource may only have text with little or no additional discrete data (as long as all minOccurs=1 elements are satisfied). 12. Invoice.extension
Definition

An Extension


May be used to represent additional information that is not part of the basic definition of the resource. To make the use of extensions safe and manageable, there is a strict set of governance applied to the definition and use of extensions. Though any implementer can define an extension, there is a set of requirements that SHALL be met as part of the definition of the extension.

    True when the Invoice represents a shadow bill — a capitated submission under Ontario's FHO/FHN models where payment is via capitation and the bill is submitted for tracking and utilization-reporting purposes only. Derived from Oscar Pro's billing_on_cheader1.status = 'H' (Capitated).

    When true, Invoice.totalGross reflects the shadow bill value (typically a fraction of the FFS rate under FHO/FHN capitation; exact percentages are set by Ontario MoH policy and not encoded in Oscar source — consult the OHIP Schedule of Benefits + the relevant MoH contract). Consumers should not expect a payment remittance for shadow bills.

    Reference to the PolarisCoreLocation resource identifying the physical site where the billed service was delivered. Oscar's billing_on_cheader1.location carries the Service Location Indicator (SLI) as an opaque code; in FHIR the same concept is modelled as a Location resource with identifier[sliCode] carrying the raw SLI value.

    Converters SHOULD look up or create the referenced Location resource so consumers receive a typed reference rather than a raw code. When multiple bills share the same SLI, they should reference the same Location resource.

      Definition

      FHIR Invoice.type carries the destination payer / program classification for a bill. In 1.9.8 this lived on a custom payProgram extension; 1.9.9 migrated it to Invoice.type.coding using the same OscarPayProgramCS code system so FHIR consumers can read it without unpacking a custom extension. The extensible binding permits additional coding systems alongside the Oscar coding (e.g. future AHCIP/MSP payer program codes).
